Speaking at a Board Meeting

All Board meetings are conducted in public. The public has the right to attend all such meetings.

Public expression at meetings is encouraged and a specific portion of the agenda, known as the 15-minute period, provides for this privilege of the floor.

A person wishing to be heard by the Board must first be recognized by the President. He/she then identifies himself/herself and proceeds with his/her comments as briefly as the subject permits. The Board may also request specific information of visitors.

The period of time is limited to 15 minutes and may be extended for an additional 15-minute period by a majority vote of the Board. At its discretion, the Board may invite visitors to its meetings to participate in the Board's discussion of matters on the agenda.

The President is responsible for the orderly conduct of the meeting and rules on such matters as the appropriateness of the subject being presented and the suitability of the time for such a presentation. The Board as a whole has the final decision in determining the appropriateness of all such rulings.
